HIT Strategies partnered with Climate Power to conduct polling in six key states (MI, WI, AZ, NV, PA, GA) to better understand public opinion and potential messaging frames for the Biden Administration’s Clean Energy Plan, which includes legislation such as the IRA and IIJA. Our research found that many registered voters across these states do not know about the progress being made with the Clean Energy Plan. However, when voters receive more information about progress and potential for the plan, approval for the Clean Energy Plan jumps by double digits and we increase confidence in the Biden Administration to invest in clean energy.
The strongest messaging elements when talking about the Clean Energy Plan highlight creating good-paying jobs in the energy sector, saving consumer costs on their utility bills, and increasing U.S. energy independence with an upgraded electrical grid. These proof points are especially impactful with voters of color, Gen Z and Millennial voters, and Democratic voters to increase confidence in the Biden Administration and instill hope in the Clean Energy Plan.
